Proposed Development
The Town has received a Complete Application for Zoning Bylaw Amendment and Draft Plan of Subdivision for the subject property to consider a proposed development for 12875 Tenth Line.
What are the Proposed Changes?
The Rezoning Application seeks to rezone the property from Agricultural Exception Two (AG(2)), Flood Hazard (FH) and Environmental (ENV), to site-specific Residential New Four (RN4) and Residential New Five (RN5), Open Space (OS), Environmental (ENV), and Flood Hazard (FH) Zones. This would facilitate the proposed 475 residential units, in the form of
- 48 rear-lane townhouse units;
- 18 back-to-back townhouse units;
- 36 back-to-back stacked townhouse units;
- 18 stacked townhouse units;
- 127 units in a residential building;
- 187 units in a mixed-use building; and
- 41 units in a mixed-use building primarily situated on the northern adjacent property.
An associated Draft Plan of Subdivision application has been filed and is being processed concurrently. The Draft Plan of Subdivision would create 6 blocks including:
- Blocks 1 & 2 – Development Block
- Block 3 – Park
- Blocks 4 & 5 – Environmental Lands
- Street ‘A’ (Block 6)
Public Meeting Date: A Public Meeting to consider the above-noted application has not yet been scheduled. A separate notice will be issued once a Public Meeting date has been set.
Appeal Procedure:
If a person or public body would otherwise have an ability to appeal the decision of the Town of Whitchurch-Stouffville to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to Town of Whitchurch-Stouffville before the by-law is passed, and in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the Town of Whitchurch-Stouffville before the by-law is passed, and in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
In the event of an appeal to the Ontario Land Tribunal, your written submissions and contact information will be provided to the Tribunal. If you do not wish your contact information to be released to the Tribunal by the Town, please advise the Town accordingly in writing.

Notice of Decision:
If you wish to be notified of the decision of the Town of Whitchurch-Stouffville on the proposed Zoning By-law Amendment and Draft Plan of Subdivision applications, you must make a written request to the Town staff as noted above.
