The Engineering and Public Works Department manages the operation, maintenance, and capital projects related to various town infrastructure, including roads, sidewalks, water systems, wastewater systems, storm water management, and provides services like waste collection and snow clearing.

The Development Services Department oversees land use planning and development in the Town through policy development, engineering review, building code review, and development approvals across its four divisions: Policy Planning, Development Planning, Engineering, and Building.

Whitchurch-Stouffville Fire and Emergency Services is a composite department with both career and volunteer firefighters, focused on protecting people and property through public education, fire prevention, emergency response, and responsible for the Emergency Management Program.
