Town of Stouffville Public Works – Capital Projects Division undertakes the Asphalt Roadway Rehabilitation Program to renew and extend the service life of the Town’s road infrastructure. Candidate roadways are identified through a combination of condition assessments, maintenance histories, resident feedback, and considerations related to future development.

As part of this program, approximately 2.2 km of asphalt roadway rehabilitation was completed along Bethesda Side Road, from Warden Avenue to Woodbine Avenue. The work generally involved the removal of the existing asphalt surface and installation of new asphalt.

Driveways and boulevards were restored to the property line where necessary. Construction was completed in November 2024, and the work remains under warranty.

Contractors

The Town has retained the services of the engineering firm EXP Services Inc on this assignment. Responsibilities include detailed engineering design, contract administration, construction oversight, conflict resolution, and front-line communication with effected residents and businesses.

The Town has also retained Brennan Paving & Construction Ltd. as the general construction contractor. Responsibilities include construction, scheduling, administration and coordination of sub-contractors, traffic control, health and safety, and coordination with effected businesses and residents.

 

 

FAQ

 What will be the road and driveway access like?

During reconstruction roads will remain open to traffic but may require periods of detour or limited access. For your safety, please obey the signs and flag-persons. Vehicle access to driveways will be maintained as much as possible, however limited access will occur when work is being conducted in the immediate area. The contractor will notify you directly if driveway access will be obstructed for an extended period.

What about improvements on Town land?

Some residents may have installed fences, irrigation systems, landscaping or other physical features in front of their home that are within the Town property limits. These items may conflict with construction activities.  Prior to construction, a visual inspection will be conducted by Town Staff or a Town Representative to determine potential conflicts.  In such cases, residents will be advised to remove these items prior to the beginning of construction to avoid damage. The Town is unable to re-instate, repair, or replace any physical features installed within Town property.

 What are the construction work hours?

Construction activity will conform with the Town’s noise by-law that permits work between the hours of 7:00 a.m. to 7:00 p.m., Monday to Saturday.  Work may be permitted after hours or on Sundays/holidays only on an emergency basis.

What about my garbage, recycling and composting collection?

Garbage, recycling and composting collection schedules will not change during the construction period.  Please follow your normal routine and place materials as close to the usual location as possible, by 7:00 a.m. If necessary, the contractor will move the waste materials to an appropriate location for pick-up by the waste contractor. Please label all of your bins with your street address to ensure return.

How will this impact my driveways?

Asphalt driveways impacted by road construction will be repaired or replaced to the extent required to restore the driveway to existing condition. Replacement of existing driveways within private property and outside of the construction limits is at the discretion of the property owner. The Town is not a party to any private agreement entered into by a property owner for the replacement of asphalt driveways and does not specifically endorse or oppose such agreements with Town contractors or subcontractors. Property owners may seek the services of any qualified, guaranteed, and reputable contractor to complete driveway asphalt paving.
