The Capital Budget funds one-time investments in municipal infrastructure and assets. It includes the construction of new infrastructure as well as the maintenance, rehabilitation, replacement, and renewal of existing assets. Capital projects include roads, bridges, water and wastewater infrastructure, parks, playgrounds, facilities, vehicles, and equipment that support the delivery of municipal services.

Capital projects are funded through a variety of sources, including:

• Development charges
• Reserves and reserve funds
• Debt financing
• Provincial and federal grant
