Whistle Cessation Upgrades

The Town is completing upgrades at the Hoover Park Drive and Reeves Way Boulevard railway crossings to meet federal rail safety requirements and support whistle cessation, which would remove the routine use of train horns at these locations.

Currently, trains are required to sound their horns at these crossings for safety. To safely remove this requirement, both crossings must meet specific standards under the Railway Safety Act, including upgraded infrastructure, signage, pavement markings, and pedestrian safety features.

This work builds on a project first approved in 2019 and reflects updated requirements from Metrolinx following detailed design and coordination. Once complete, the upgrades will improve safety for pedestrians, cyclists, and drivers while helping create a quieter surrounding environment.

Background

Whistle cessation is the process of removing the routine use of train horns at specific railway crossings. While this can reduce noise for nearby residents, it can only happen once the required safety standards are in place.

The Town has been working through planning, detailed design, and coordination with Metrolinx to ensure the required crossing upgrades meet all regulatory requirements.

Work will be completed in two phases:

Phase 1: Hoover Park Drive railway crossing upgrades
Phase 2: Reeves Way Boulevard railway crossing upgrades

Construction work includes sidewalk reconstruction, installation of pedestrian maze barriers, pavement markings, signage, and road approach improvements. Full-time inspection services will be in place throughout construction to ensure compliance and quality.

Project Goals

This project will:

  1. Improve safety at railway crossings for pedestrians, cyclists, and drivers.
  2. Upgrade infrastructure to meet current rail safety and accessibility standards.
  3. Enable whistle cessation at the Hoover Park Drive and Reeves Way Boulevard railway crossings.
  4. Reduce routine train horn noise for nearby residents once all requirements are met.
Construction Impacts

Residents should expect temporary disruptions during construction, including possible lane restrictions, sidewalk impacts, traffic delays, and noise related to construction activity.

The Town will share updates as work progresses and residents are encouraged to plan ahead when travelling through the area.
